For centuries the world has been structured around the fourteen Outer Echelon Districts that surround the mighty Upper Echelon that is managed by the mysterious and all-powerful Pearl Messiah- a "Man chosen by God" . The districts are mostly populated by gangs who hold varying degrees of influence over them. One day the Messiah has an announcement to make at a ceremony being held in District 13, the home district of the "peace-keeping" gang Bleeding Heart, who send two of their most dedicated members in the form of Ken Kamimura and Takeshi Hanzo to attend. The announcement comes with a shocking revelation, but is then followed by an opportunity that no one can refuse- a chance to rule the world!
